Answer to Edition 386

The Belgian flag flying above the structure featured in the distorted image last week tells you which country the city is in. This limits the possible cities to a manageable number. A little research on Google reveals that this is the Atomium which is in Brussels.

The building featured is fairly typical of this city and there are one or two other clues as well. Combined they should make identifying the city easier. Good luck and don’t forget you can use Google, Bing or other search engine in your research.
